Well you can do the finger test.  If the mould smudges on the surface when you rub it with you finger then  it is surface mould caused by condensation . If it doesn't rub off but is fixed in the wall then it is more likely to be a damp wall and the mould is growing from within.

Either way treatments such as sprays or paints are only  a temporary solution because UNLESS YOU FIND THE SOURCE OF THE MOISTURE THE MOULD WILL GROW AGAIN AND STEADILY GET WORSE. That applies to condensation as well as damp walls.
